Mobile phone VR - It simply means that the VR headset is mobile and you can use it anywhere

PC VR - It simply means it has to be connected to the PC to work.

Personally i prefer the mobile phone VR because its much cheaper and also you can use it anywhere without a connection to the internet or if you want you can do
